What is Obamacare?
The term “Obamacare” is commonly used to refer to the Affordable Care Act (ACA), the landmark healthcare legislation enacted in 2010. The ACA introduced comprehensive reforms to improve access to affordable, high-quality health insurance. While “Obamacare” can describe the broader law, we use it here specifically to refer to ACA-compliant individual and family major medical plans available through the Health Insurance Marketplace in each state.
ACA Made Simple: How It Works
When we refer to Obamacare coverage, we’re talking about health insurance plans that meet Affordable Care Act (ACA) standards. These plans are offered by private insurance companies and are available through the Health Insurance Marketplace, also known as the exchange. Some ACA-compliant plans can also be purchased directly from insurers outside the Marketplace.
ACA-compliant plans must meet key federal requirements—such as offering essential health benefits, capping out-of-pocket costs, and guaranteeing coverage regardless of pre-existing conditions. While these are federal standards, some states may apply additional consumer protections.
In every state, individuals and families can explore and enroll in ACA plans through the Marketplace. Most states use the federal platform, HealthCare.gov, while others operate their own state-based exchanges. In federally facilitated states, enrollment can also occur through Direct Enrollment (DE) or Enhanced Direct Enrollment (EDE) pathways.
While ACA plans are available both on and off the Marketplace, financial assistance—including premium subsidies and cost-sharing reductions—is only available through the Marketplace. These subsidies are a major reason why most eligible individuals choose to enroll in Marketplace coverage.
